Does anyone have published guidelines or rules for when it is okay to ask for catered food at work? It seems like my office has food delivered almost every day because people are scheduling meetings during the lunch break even if other times are available for the participants.

Seems to me it's up to management and how much money they want to keep spending to feed everyone. If I knew I could schedule a meeting and get the company to feed me for free, I'd be mighty tempted to not take advantage of it!

Only our managers can request catering. We do keep snacks and soft drinks, water on hand for extended meetings (over an hour), but meetings are rarely held over lunchtime. Sometimes the boss will take teams out instead. Our area rarely deals with vendors and if we do they generally take the specific staff members out.

We have 'guidelines' - ONLY managers and above can request catering. Unless it is for the executive committee, it has to be client related and therefore, billable - and ALL catering has to be kept to a certain dollar amount per person - no extravagant meals - so it is just simple sandwich/chips/cookie - or salads/bread/dessert combos.
Lunch meetings are almost discouraged because they tend to become merely 'free lunches' for some - and they are not as productive as some would like you to think.

We have set guidelines here regarding meetings over lunch and ordering food. Only the Executive Team is allowed to do this. The only time lunch is ordered for internal teams is when it is an all day meeting and then most of the time they give them a 45 minute break for lunch.
