I use MicroSoft Visio 2007 to create Org Charts. Microsoft has a helpful tutorial and samples.

I have done Org charts in Illustrator and also OmniGraffle. OminiGraffle is a downloaded program and is very easy to use and the cost is minimal. Both of these are Mac programs as far as I know. Depending on how big the organization you might want to color code different departments so that is easier to see how big departments are.

I also use Visio. It has many tools that are helpful in creating a visual. I use for everything from org charts to network diagrams and floor plans. Good luck!
