I think your best approach is to ask her to generate a docment that list out her responsibilities. You may want to mention that you would like to attach it to her performance review or that your obtaing this for a report your compiling for management or whatever the case may be. I was asked, "What to you do?" many times by my bosses and I just listed it out. In retrospect, it was a lot and ironically, I was never asked that question again. In fact, workloads shifted and I had less responsibilities. :) You could also be direct and state that phone time should be handled away from the desk/work area and this could be a new instituted policy.
