I just finished a BS in HR Management. The books we read were "Performance Management" by Herman Aguinis, "HR Competencies" by Dave Ulrich, et. al., and "Staffing Organizations" by Herbert G. Heneman III.
They all provide an added understanding of the evaluation process. I would start with "Performance Management." I had the 2nd edition, but there may be one more recent. Also, SHRM may have training classes or books (Society of Human Resource Management).
