At Northern Arizona University, PeopleSoft is our HR information system as well as our student information system. In addition to what others have noted, it handles everything related to students: recruitment, admission, registration, financial aid, grades, transcripts, etc.

It's a dual database system, featuring
1.) a component for Human Resources tracking, i.e., time, attendance, benefits (as mentioned by others herein). It interfaces with Kronos relative to Timekeeping. Not only does H.R. utilize it, but employees sign to view, print & track their pay stubs; W-2s & update personal demographic information. Modules within the system offer many & varied funtions relative to employment- which in turn most likely results in more streamlined corporate compliance.
2.) the Financial component offers Asset Mgmt functionality: requesting & then tracking electronic purchase orders for merchandise & servs; an Accts Payable feature reflecting the status of invoices, etc.
I'm certain that it offers even more features & functionality; however, user access is tightly controlled (as is necessary for this type of software) and most of us have limited usuage depending upon our specific roles within the company.
I hope this helps.

The staff members use it at my law firm to clock in and out, and to track PTO hours received and used.

The Wikipedia definition is: PeopleSoft, Inc. was a company that provided human resource management systems (HRMS) and customer relationship management (CRM) software, as well as software solutions for manufacturing, financials, enterprise performance management, and student administration to large corporations, governments, and organizations. It existed as an independent corporation until its acquisition by Oracle Corporation in 2005. The PeopleSoft name and product line are now marketed by Oracle.
The short answer is that (for most) it is HR related software that tracks payroll entry/time.
